Before the events of Episode one, the Jedi realised the biggest reason's Jedi fell to the darkside, was simply due to lack of sexual release. So after a long debate, the Jedi order allowed and even actively encouraged and taught all about sex. However while Sex was allowed, they was still not allowed emotional attachments, however all the Jedi was fine with that.
